On March 2, 2026, Do No Harm filed a formal complaint with the Department of Health and Human Services Office for Civil Rights (HHS-OCR) against Kaiser Permanente (Kaiser)—the nation’s largest not-for-profit healthcare organization—for its operation of a discriminatory health center.

Kaiser maintains the Center for Black Health & Wellness in Portland, Oregon and states (among other things) that the Center is “dedicated to better serving the needs of our Black and African American members.” In addition, Kaiser’s center appears to prioritize the hiring of clinicians based on race.

Because Kaiser is a healthcare entity that receives federal funding, it is subject to the provisions of Section 1557 of the Affordable Care Act and Title VI of the Civil Rights Act of 1964, which prohibit discrimination on the basis of race, color, ethnicity, and national origin.
