Do No Harm’s HHS-OIG Complaint Against Planned Parenthood
On September 22, 2026, Do No Harm sent a letter to the U.S. Department of Health and Human Services’ Office of Inspector General (HHS-OIG) raising allegations of a potential nationwide miscoding scheme by Planned Parenthood related to the cross-sex hormones its affiliates prescribe. Do No Harm submitted a formal complaint detailing its evidence and is asking HHS to investigate Planned Parenthood for potential medical-coding fraud.
In analyzing medical-claim data together with prescription-claim data, Do No Harm identified a set of patients who had hormone prescription claims from a Planned Parenthood–related prescriber within 30 days of an office-visit claim at a Planned Parenthood–affiliated facility.
From our data set, nearly 15% of young patients receiving hormone prescriptions seemingly linked to gender dysphoria lacked the correct diagnosis codes for the associated medical office visit. Planned Parenthood affiliates have also advertised a practice of strategically miscoding medical encounters to facilitate insurance reimbursement.
Our investigation suggests Planned Parenthood and its regional affiliates may be perpetrating a nationwide miscoding scheme to conceal services for sex-rejecting procedures and to facilitate improper insurance reimbursements for cross-sex hormones.
We are asking HHS to further investigate Planned Parenthood’s potential scheme.
